Skunks, raccoons being kept in Quincy home raises stink with neighbors

QUINCY, Ill. (AP) — City officials in Quincy are learning that local laws may not give them much room to prevent a local woman from keeping skunks and raccoons at her home.

Alderman Dan Brink said at a meeting Tuesday, July 5, 2016 that some city residents are upset over the presence of the animals. He said the raccoons alone generated an unpleasant smell. Then came the skunks.

According to The Quincy Herald-Whig, Becki Winters has a license from the Illinois Department of Natural Resources to operate what she calls Fuzzy Bottoms Wildlife Rehabilitation. She denies she is “stinking up the neighborhood.”

Quincy Police Chief Rob Copley says city ordinances are fuzzy on the subject, but appear not to deal with wild animals.

Brink asked city legal staff to investigate a potential ordinance.
