A Chicago developer has filed a 20 million dollar lawsuit against Former Sen. Mike Jacobs and two other partners in a project involving the former Case-new Holland site in East Moline.

Beitler Real Estate claims Jacobs, Dan Murphy, and Mike VanDeHeede of River Eagle Investments, squeezed him out of a 150 million dollar deal involving the site.

J.Paul Beitler says River Eagle breached their contract after hiring the commercial real estate firm to develop the site.

The lawsuit also claims that Mike VanDeHeede replaced Beitler with Scott Solano, a man he met while serving time in federal prison.

VandeHeede served time in prison last year for filing false tax returns. Solano served time for mail fraud after pleading guilty to receiving kickbacks on a real estate deal.

The suit claims River Eagle is going ahead with the development plan put together by Beitler, depriving the company of its fair share according to their contract.

East Moline Mayor John Thodos says he just learned of the lawsuit.

He says he received a letter from Hyatt Hotels on February 4th confirming a franchise agreement with River Eagle to build two hotels.
