BINGHAMTON, N.Y. - Officials say a gunman opened fire at an immigration services center in downtown Binghamton, N.Y., today, killing as many as 13 people before authorities found him dead.

ABC News is identifying the gunman as Jiverly Voong, also known as Linh Phat Voong. Law enforcement officials say Voong, 41, is from Johnson City, New York.

A law enforcement official says the body, possibly Voong's, was found in an office of the American Civic Association building. Police say the gunman backed up his car to a rear door of the building, blocking an exit for the people inside. Besides the 13 people reportedly killed, 26 other people are hurt from this morning's rampage.
